Preamble
The responsibility to determine which courses fulfil the conditions required to be a recognised IAHIP training course is vested by the Governing Body in a committee of members established for that purpose in accordance with Article 7 of the Constitution, namely the Training Course Recognition Committee (hereafter referred to as ā€˜the Committee’).
The Committee shall consider all applications for recognition as an IAHIP recognised training course, and shall determine whether or not the applicants meet the criteria are for such recognition.
The Governing Body shall ratify for recognition only those courses the Committee has determined to have met the necessary criteria.
The constitution and operation of the Committee is dealt with in this Bye Law.
1.Membership of the Committee
1.1 The Committee shall consist of up to ten accredited members, honorary members or retired members of IAHIP appointed by the Governing Body as follows:
a) one member of the Governing Body who shall be the Governing Body representative on the Committee.
b) up to 9 other members who are considered to have mature and balanced judgment and a broad range of experience, including, if possible, experience of delivering training.
1.2 The Chairperson of the Committee shall be appointed by the Governing Body.
1.3 The Committee shall elect from among its members:
• a Committee Secretary, and
• a Minutes Secretary
1.4 If it is necessary for an officer or committee member to assume an acting role in the case of the non-availability of an officer, e.g. Chairperson, such person shall take full authority in that role for the duration of the meeting.
2. Term of Office of the Committee
2.1 Appointments to the Committee shall be for a period of two years. Members may be reappointed for further periods of two years but no member shall serve on the Committee for more than eight consecutive years at a time.
3. Meetings of the Committee
3.1 The Committee will meet as and when required as determined by the Chairperson of the Committee or instructed by the Governing Body.
3.2 Minutes will be taken at all meetings by the Minutes Secretary of the Committee with such minutes being kept and available on the IAHIP server.
3.3 A majority of the members appointed to the Committee shall constitute a quorum for meetings of the Committee unless determined otherwise by the Governing Body and communicated to the Chairperson of the Committee.
3.4 Other operational procedures of the Committee (such as target times for decisions on applications, etc.) shall be determined from time to time by the Governing Body in consultation with the Committee.
4. The Functions of the Committee
4.1 The principal functions of the Committee, relate to:
ā—¦ assessing the suitability of specific psychotherapy and supervision training courses to receive initial recognition and subsequent renewals of recognition by the Association as per the requirements of Bye Laws 5A and 5B; and
ā—¦ investigating and judging, in specific circumstances where such courses of action are considered to be necessary, whether withdrawal by the Association of recognition of a specific psychotherapy or supervision training course is or is not warranted as per the requirements of Bye Laws 5A and 5B.
4.2 A further function of the Committee is to offer advice to the Governing Body on issues relating to course recognition and training standards. Such advice may be offered in response to a request from the Governing Body, or at the initiative of the Committee itself. The advice of the Committee shall be considered by the Governing Body but shall not be binding on it.
5. Duties of the Committee
5.1. In carrying out its principal functions, the Committee shall be bound by the various relevant procedures referred to in the following sub-clauses.
5.1.1 In carrying out its work in assessing courses for initial recognition, the Committee shall follow the procedures set out in the IAHIP Recognition of Training Courses Manuals.
5.1.2 In carrying out its work in assessing courses for renewal of recognition, the Committee shall follow such additional procedures as are laid down by the Governing Body.
5.1.3 In carrying out its work in investigating and judging whether or not a course should have its recognition withdrawn, the Committee shall follow the procedures laid down in Bye Law 5A as well as the supplementary procedures set out in clause 15 below.
5.2 The Committee shall take into account all relevant Bye Laws of the Association and shall operate within the terms of the Association’s Constitution and Policies, and of the Association’s Codes of Ethics and Practice, and shall attach utmost importance to impartiality and fairness.
5.3 If any member of the Committee has knowledge of, or connection with, the training provider concerned or any of the staff or students of the relevant training course, that could cause a conflict of interest or cast doubt on their impartiality, that member has a duty to declare such potential conflict and to step aside from any involvement in the particular case being considered by the Committee.
5.4 If the member refuses to step aside from involvement in the consideration of the application, then the Chairperson may remove the member from the process, and the Governing Body in its sole discretion may remove them from the committee.
5.5 If more than 4 members of the Committee remove themselves or are removed from a particular case because of a potential prejudice and/or conflict of interest on their part, the Governing Body shall appoint replacements for the processing of that application.
6. Rights of the Committee
6.1 The Committee may liaise, when necessary, with all other relevant committees of the Association.
6.2 The Committee may also consult with and draw on the expertise of experienced members of the Association.
6.3 All such liaising and consultation must respect the privacy of the training providers and their staff and of the workings of the Committee itself.
7. Specific Procedures Relating to Granting or Refusing Initial Recognition or Renewal of Recognition
7.1 The Committee shall forward the name of any course which it judges to fulfil the conditions for recognition, or for renewal of recognition, to the Governing Body, and the Governing Body shall, at its next meeting, declare it to be an IAHIP Recognised Training Course.
7.2 Recognition of training courses shall be for renewable periods of five years, subject to possible audit / review and adhering to the conditions of recognition throughout each such period and to satisfying at renewal time all requirements for re-recognition.
7.3 Training institutes whose applications for recognition of courses have not been accepted by the Committee shall be informed in writing by the Committee Secretary, and a report shall be provided to the applicant training provider stating the specific ways in which the course was considered to fail to meet the criteria.
7.4 If the Committee so decides, the report may inform the applicant training provider that, if specified conditions were to be fulfilled, the Committee would be disposed to approve recognition.
7.5 A copy of all Committee reports shall be kept by the Committee.
8. Specific Procedures Relating to Withdrawing Recognition from a Course
8.1 If the Committee judges that recognition should be withdrawn from a course, the training provider shall be informed in writing by the Committee Secretary, and a report shall be provided to them showing how the proposed withdrawal is based on one or more of the relevant criteria.
8.2 If the Committee so decides, the report may say that, if specified conditions were to be fulfilled, recognition would not be withdrawn. When and if the Committee is satisfied that such conditions have been fulfilled, it may allow the recognition process to continue.
8.3 A copy of all the Committee reports shall be kept by the Committee.
8.4 If the Committee judges that recognition should be withdrawn from a course, it shall inform the Governing Body, and the Governing Body shall formally withdraw recognition from the course and inform the training providers, and any other individuals or groups it considers appropriate, of the decision.
9.Ā  Ā  Appeals 
9.1Ā  Applicants whose applications for course recognition or re-recognition are refused by the Committee, or courses whose recognition has been withdrawn, may appeal this decision if the Committee did not properly follow its own procedures.
9.2 The appeal must be made in accordance with the procedure for Appeals set out in Bye Law 10A and must be made within 20 working days of receipt of the decision being appealed.
10. Reporting Requirements
10.1 The Governing Body representative on the Committee, shall have the task of liaising between the Committee and the Governing Body and submitting regular reports to the Governing Body.
10.2 The Committee must report on its activities to the Annual General Meeting, or if requested by the Governing Body or by a quarter of the membership of the Association, to an Extraordinary General Meeting.
11. Miscellaneous
11.1 The Committee shall consult with the Governing Body to ensure that all documentation relating to course recognition is updated in line with all other Association documents.
11.2 This Bye Law should be reviewed by the Committee and the Governing Body at least every 3 years.
